Fire Commissioners

Fire commissioners of fire districts enrolled in the WFCA Health Care Program are eligible to participate in most of the self-funded health plans available to active LEOFF 2 and PERS active employees. Fire commissioners are responsible for the payment of premiums associated with medical and/or dental coverage. 

Eligibility

Eligibility is predicated on the fire district offering the same plans to its active employees. If the fire service organization is dependent on volunteers, fire commissioners may be eligible for coverage and should contact Trusteed Plans Service Corporation (TPSC) for additional information.

Health Care Options

Fire commissioners may choose to enroll only in a self-funded medical plan or only in a dental plan or enroll in both a medical and dental plan. 

The following self-funded medical plans are available: 

  • PPO-Plus 
  • PPO-100 
  • PPO-300 
  • PPO-750
  • HD (High Deductible) 
  • Retiree

Upon enrollment in one of the self-funded medical plans, fire commissioners are automatically covered for $2,000 of Core Life benefits paid for by the WFCA Health Care Program. If the fire district provides Basic Life coverage to its active employees, fire commissioners are also eligible to participate.  

Fire commissioners are eligible for the same Dental plan provided by the fire service organization to their active employees. 

Life Insurance

Active fire commissioners are automatically eligible for core life insurance if enrolled in a self-funded medical plan. If the fire service organization provides Basic Life coverage to its employees, the fire service organization must offer the same level of basic life coverage to commissioners. Fire commissioners may elect coverage or waive coverage. Fire commissioners are not eligible to enroll in Supplemental Life coverage.

When fire commissioners are eligible to choose Basic Life coverage, the fire commissioner is responsible for the payment of premiums.

Retiring Commissioners

Retiring Commissioners who have been fire commissioners for at least 6-years and are enrolled in a self-funded medical plan during the last year of being an active fire commissioner are eligible to enroll in the WFCA Retiree Medical plan or may opt into the combined Retiree Medical/Dental plan. There is no opportunity for retiring fire commissioners to choose Dental-only coverage. 

  • These medical and dental plan options are only available to the outgoing fire commissioner at the time of retirement. 
  • If the decision not to enroll is made at the time of retirement, the option is lost. 
  • If the decision is to enroll in the retiree medical or medical/dental plans at the time of retirement and the fire commissioner decides to terminate coverage, the ability to re-enroll is lost.
Fire commissioners are eligible for the same Dental plan provided by the fire service organization to their active employees.
